Wal-mart is a good place to go. If you are looking for a cell phone that can do many things then i would suggest the Samsung Straight Talk R451C phone. It has a full sliding QWERTY keyboard, 1.3 megapixel camera, an MP3 player (this is external storage), text and picture messaging and mobile web access. You can buy the 30$ card for 1000 minutes and texts and 30 MB of mobile web accsess. 45$ card gives you unlimited minutes, texts and mobile web.
There is also the tracfone, which can send messages and call. This one is very cheap. You should be able to find this at walmart.
I believe it is possible to get an iphone 3G without a contract, but im not sure if it would be cheap.
